libnet: Update to version 1.3

  - Update from version 1.1.6 to 1.3
- Update of rootfile
- sobump gives suricata and arping as dependencies so those packages also need to be
   shipped.

		- Add BSD byteswap for Darwin. Otherwise `sendto(` returns `EINVAL`
		- `netinet/in.h` is needed for `IPPROTO_` and `sockaddr_in`
