e2fsprogs: Update to 1.43.3.

  This is a major update to the latest stable version of e2fsprogs.

* Drop SELinux support.

Fixes #11205.

The patch didn't apply because you didn't seem to have a commit from June in
your tree. No idea why.

I manually modified it and merged it.
