[4/4] strace: add --enable-mpers=check to configure to fix problem from binutils-2.36.1

  - Default is --enable-mpers=yes but updated binutils means m32 can not be
   used. Change to --enable-mpers=check will not stop if m32 is not usable
- Thanks to Michael Tremer for guidance on this change
